Short Sale Relocation Assistance: Who Pays $7,500, $3,000, or $1,500, and Who Gets Nothing

Relocation money in a short sale depends on who owns your loan. Fannie Mae and Freddie Mac pay $7,500, FHA up to $3,000, VA $1,500. The conditions, in plain terms.

Relocation assistance in a short sale is set by the investor that owns your loan, not by the bank that sends your statement. Fannie Mae and Freddie Mac pay $7,500, FHA offers up to $3,000, VA authorizes $1,500, and portfolio lenders owe nothing unless they agree to it. The conditions attached to each payment matter as much as the amount.

This money is sometimes called a relocation incentive, borrower compensation, or transition assistance. All three names describe the same thing: a payment to you at closing, from the sale proceeds, so that you can move.

Step one: identify the investor

Your servicer collects the payment; the investor sets the rules. Before you count on any figure:

  • Fannie Mae or Freddie Mac. Each runs a free loan lookup on its website. Most conventional loans made since 2009 belong to one of the two.
  • FHA. Your closing documents and monthly statement show mortgage insurance premium (MIP) and an FHA case number.
  • VA. A VA-guaranteed loan shows the funding fee at origination and a VA loan number on the statement.
  • None of the above. The loan is held by the bank or a private trust. There is no published relocation rule, and any payment is a negotiated term in the approval letter.

Fannie Mae: $7,500, with three conditions

Fannie Mae’s Servicing Guide, section D2-3.3-01, states that when the property is the borrower’s principal residence at the time of the evaluation notice, the borrower is entitled to an incentive payment of $7,500 from Fannie Mae to assist with relocation expenses following a completed Fannie Mae short sale. Three conditions cut the payment:

  1. A required cash contribution. If the servicer determines that you must contribute cash toward the shortfall, you are not eligible, even if you never pay it. The servicer may recommend the payment anyway and ask Fannie Mae for prior written approval.
  2. PCS orders with government relocation assistance. A service member who receives a dislocation allowance or other government relocation money is not eligible. If no government assistance is provided, the servicer may again seek Fannie Mae’s approval.
  3. Assistance from another source. If a state program, employer, or anyone other than the servicer pays you relocation money, the servicer must deduct that amount from the $7,500. If the servicer itself adds money, it is not deducted.

The payment is disbursed by the closing agent at settlement and shown on the settlement statement.

The same section is where the cash-contribution test lives. A servicer evaluating a borrower with meaningful savings must initially request the greater of 20 percent of non-retirement cash reserves or four times the monthly mortgage payment including taxes and insurance, rounded to the nearest $100 and not more than the deficiency. That is why the question “do I qualify for relocation assistance” often turns on the bank statements you submit with the hardship letter.

Freddie Mac: matched to $7,500 in 2023

Freddie Mac’s Guide Bulletin 2022-26 raised its short sale and deed-in-lieu relocation assistance from $3,000 to $7,500 effective April 1, 2023, “at the direction of the FHFA and in alignment with Fannie Mae.” The conditions mirror Fannie Mae’s: the borrower must not be required to make a financial contribution toward the deficiency, and the property must be the borrower’s primary residence (Guide section 9208.4).

FHA: up to $3,000 for owner-occupants

HUD Handbook 4000.1 offers owner-occupant borrowers who act in good faith and successfully sell using the Pre-Foreclosure Sale option a compensation of up to $3,000. The handbook lets you apply it three ways: to resolve liens (including a PACE obligation), to offset transaction costs HUD does not pay, or as relocation or transition assistance. The closing agent pays it from net sale proceeds and itemizes it on the Closing Disclosure alongside any relocation help from other sources.

Note the phrase “up to.” Where the money is needed to clear a lien so the sale can close, less of it reaches you as moving money. The figure also moved in 2025: Mortgagee Letter 2025-06 had raised it to $7,500, and Mortgagee Letter 2025-12 returned it to $3,000 with the permanent loss mitigation options that took effect October 1, 2025. VA: $1,500 advanced by the servicer

VA Circular 26-11-1 authorizes servicers to advance $1,500 in relocation assistance to borrower occupants who complete a short sale with a VA compromise claim or execute a deed in lieu. VA treats the advance as a reimbursable expense to the servicer, and the circular says it is not considered sale proceeds to the owner. Bank-held and private loans: negotiate, do not assume

A loan held in a bank’s own portfolio or in a private securitization has no published relocation rule. Some lenders offer a payment to shorten the marketing period or to secure a clean handover; many offer nothing. If you want it, it is requested with the offer package and appears, or does not, in the approval letter. Read after short sale approval for the five terms to check there.

Three things the money does not change

  • It does not replace the deficiency release. Relocation assistance and the release from the remaining balance are separate lines in the approval. A $7,500 payment with a reserved deficiency is a bad trade.
  • It does not pay your junior lienholder. Fannie Mae caps payments to subordinate lienholders at $6,000 in total and requires a full release of your liability in return; that money comes from the proceeds, not from your relocation payment.
  • It is not proceeds you can spend before closing. It is disbursed at settlement, after the deed is signed.

It depends on the investor behind your loan. How do I find out who owns my loan?

Can the relocation assistance be reduced?

Yes. On a Fannie Mae loan the servicer must deduct any relocation assistance you receive from another source, such as a state or employer program, but not any amount the servicer itself adds. Service members with PCS orders who receive government relocation assistance are not eligible for Fannie Mae's payment (D2-3.3-01).

What if I am asked to contribute cash toward the shortfall?

Then Fannie Mae's relocation payment is off the table, even if you never actually pay the contribution. The servicer can ask Fannie Mae in writing to make an exception if it believes the assistance is warranted. Freddie Mac applies the same condition.

Is relocation assistance taxable?

It is money paid to you at closing and is itemized on the settlement statement. Whether it is reportable income depends on your situation, and it is separate from any canceled-debt amount on a Form 1099-C. Ask a tax professional before you file.
